摘　　要：没海滩涂是江苏省重要的后备土地资源,文章阐述了滩涂开发的作用,分析了江苏省滩涂开发利 用现状、潜力与存在问题,提出了构建统一管理机制、抓好土地权属管理、进行滩涂资源调查评价与规划、 建立多元投资机制、促进人才培养与技术提高等5项开发利用策略。Shoal land at sea beach is an important reserve land resource.This paper expounds the function of shoal land development;analyzes the present status,potential and existing problems of shoal land development in Jiangsu Province;puts forward5counter measures for its development and utilization:to implement the manˉagement mechanism of unifying structure and construction,to do a good management on land ownership,to conduct investigation,evaluation and designing on shoal land resources,to establish multi-elements investment mechanism,and to promote talent education and technique enhancement,etc.
