摘　　要：发展社会主义民主政治,建设社会主义政治文明,关键在于制度建设。在坚持和完善社会主义民主基本制度的前提下,要发展党内民主,不断扩大基层民主,加强法制建设。The key to develop the socialist democratic politics and build the socialist political civilization lies in the construction of the system. Based on the insistence and improvement of the socialist democratic system, we must develop the democracy within the party, consistently enlarge the mass democracy, and strengthen the construction of the law.
