摘　　要：行政伦理与其他职业伦理的区别产生于政府组织制度安排的不同。由于政府组织的差异 ,导致了行政伦理的特质和构建行政伦理的基本原则。行政伦理可以分为政府组织伦理、政治家个人伦理和政府官员个人伦理三个层次 ,其中最主要的还是政府官员个人的伦理。行政伦理是一种派生性、非自律性的伦理 ,其形成、发展和完善的过程中 ,外部的强有力约束和监督是最重要的。一个良好的政府治理首先要诉诸法制 ,要充分发挥伦理道德建设的作用 ;法德并施 ,以法为重 ,以他律促成自律。行政伦理要重点根据政府组织的特质处理好权力运用中的困境问题。Administrative ethics is a kind of occupational ethics. Its difference from the other occupational ethics derives from the varied institutional arrangements in the government organizations. It is exactly such a difference in the nature of government organization that produces a basic principle on which the administrative ethics is built. The administrative ethics can be divided into the government organization ethics, personal ethics of politicians and public servants, among which the personal ethics of public servants is the most important. The administrative ethics is a kind of derivative one, not a self-disciplined one. In its formation, development and consummation, nothing is more imperative than the exterior and powerful supervision and control. A good government management not only appeals to the legal system, but also entails the ethical functions well. The approach to a good government management is the collaboration of both law and ethics with emphasis on law because only law can help realize the self-disciplinedness with the heteronomy. The pivot of administration ethics is to handle the predicaments derived from the exertion of the government power. The real democracy is the precondition of the formation of an adequate administrative ethics.
