摘  要:海洋蓄积了巨大的水汽潜热能量(以下简称潜热能)。尽管这种能量早被人类认知,却迄今未能被充分利用。相反,这些能量聚集后会形成台风,给人类带来危害。本文提出了一种全新的治理设想,将台风治理与潜热能利用相融合,旨在将潜在的灾害转化为有益的资源。这一构想的具体实施方式是在海洋上选定一个远离陆地的区域,在其中心位置,人为地构建一个足够大的定位圈,以此为轴心牵制台风,即“轴定台风”。当台风位置固定且周围没有陆地摩擦干扰时,该台风就能持续存在。如此一来,台风场就成了发电厂。持续而稳定的风力使发电效率极高,年发电量可达千亿度之多,且由于风力集中,获取电能易如反掌。自然而然地,这个被圈养的台风会消耗大量海洋潜热,之后再形成自然台风的概率和级别将会大大降低。同时,水汽潜热这一巨大的绿色能源一旦得到有效利用,必然能够降低碳排放,从而实现治理台风与保护环境的双重目标。The ocean accumulates enormous latent heat energy of water vapor (hereinafter referred to as latent heat). Although this energy has long been recognized by humans, it has yet to be fully utilized. On the contrary, these energies will accumulate and form typhoons, posing a threat to humanity. This article proposes a new governance concept that integrates typhoon governance with the utilization of latent heat energy, aiming to transform potential disasters into beneficial resources. The specific implementation of this concept is to select an area far from land on the ocean, and at its central position, artificially construct a sufficiently large positioning circle to use as the axis to restrain typhoons, known as “axis fixed typhoons”. When the position of a typhoon is fixed and there is no land friction interference around it, the typhoon can continue to exist. In this way, the typhoon field became a power plant. The sustained and stable wind power makes the power generation efficiency extremely high, with an annual power generation capacity of up to 100 billion kilowatt hours. Moreover, due to the concentration of wind power, obtaining electricity is as easy as to turn one’s hand. Naturally, this captive typhoon will consume a large amount of ocean latent heat, and the probability and magnitude of forming a natural typhoon will be greatly reduced. At the same time, once the huge green energy of latent heat of water vapor is effectively utilized, it will inevitably reduce carbon emissions, thereby achieving the dual goals of controlling typhoons and protecting the environment.
