摘　　要：国际联盟探索了以国际社会组织化的形式保护少数民族的新机制。它为联合国时期少数民族的权利保护从实体内容和程序路径两个方面搭建了法律框架。同时,国际联盟还确立了少数民族权利保护的正当性及有效平等保护理念。The League of Nations has created a new mechanism for protecting the rights of ethnic minorities in systematization form in international community. A law framework also has been built to protect the rights of ethnic minorities for the United Nations from two aspects: substantive content and procedural path. At the same time, the League of Nations has also set up the spiritual idea of rights protection of ethnic minorities about Justification as well as the concept of effective and equal protection.
