人口老龄化背景下“时间银行”模式的困境及对策研究——以南宁市X社区为例

摘　　要：老龄化已经成为当前及未来的社会常态,而“时间银行”互助养老志愿服务模式的出现为养老服务的发展创造了新的机遇,渐趋走向社区常态化。本文通过实地调研南宁市X社区“时间银行”互助养老志愿服务站,了解到“时间银行”互助养老志愿服务模式存在着老年人参与“时间银行”志愿服务的主动性不高、“时间货币”尚未形成科学规范的计量标准、“时间货币”无法实现跨区域通存通兑以及“时间银行”志愿服务供给层次总体较低等方面的问题。因此,建议从加强“时间银行”的宣传力度、完善“时间银行”的运行机制、构建“时间银行”服务网络和信息系统以及开展“时间银行”志愿服务的专业化培训等多角度加以完善。Aging has become the current and future social normal, and the emergence of the “Time Bank” mutual voluntary service mode for the elderly has created new opportunities for the develop-ment of the elderly service, gradually toward community normalization. Through the field in-vestigation of the “Time Bank” mutual pension volunteer service station in X Community of Nanning City, this paper learned that the “Time Bank” mutual pension volunteer service mode has some problems such as the low initiative of the elderly to participate in the voluntary service of “Time Bank”, the lack of scientific standard for the measurement of “Time Money”, the inability to realize cross-regional deposit and withdrawal of “Time Money” and the low level of supply of “Time Bank” voluntary service. Therefore, it is suggested to strengthen the publicity of “Time Bank”, by improving the operation mechanism of “Time Bank”, constructing the service network and information system of “Time Bank” and carrying out professional training of “Time Bank” volunteer service.
