滥伐林木罪的原因分析及治理对策——以三江侗族自治县为例

摘　　要：林木资源在我国生态文明建设中占据着重要的地位,但是滥伐林木的行为却屡禁不止。文章以广西三江侗族自治县为例,通过对2019至2021年间的76件滥伐林木样本的实证分析,发现三江县林木资源丰富,但因经济利益驱动、法定采伐流程繁琐、林农法治意识淡薄等原因,导致三江县滥伐林木案件频发,对当地林业资源和生态环境造成严重破坏。继而提出相应对策,当地政府要发挥林业资源优势促进经济增长、优化林木采伐办证流程、提高林农法治意识,才能更好地预防滥伐林木行为的发生,为当地林业资源健康发展提供保障。Forest resources occupy an important position in the construction of ecological civilization in our country, but the behavior of deforestation is repeatedly forbidden. Taking Dong Autonomous County of Sanjiang, Guangxi as an example, this paper conducted an empirical analysis of 76 forest samples from 2019 to 2021, and found that Sanjiang County is rich in forest resources, but due to reasons such as economic interests, complicated legal cutting procedures, and weak awareness of the rule of law of forest farmers, there are frequent cases of deforestation in Sanjiang County. The local government should give full play to the advantages of forestry resources to promote economic growth, optimize the process of forest cutting and certification, and improve the legal awareness of forest farmers, so as to better prevent the occurrence of deforestation and provide guarantee for the healthy development of local forestry resources.
