从公共领域私密化角度探析公权力寻租问题

摘　　要：西方学者提出的关于公共领域和私人领域的观点对建设现代化民主政治、分析权力寻租等具有启迪性意义。伴随着中国现代化转型发展,公共领域和私人领域的界限日渐模糊。文章从公共领域逐步私密化角度探析公权力寻租行为发生的原因在于:人之本性具有驱利性、现实制度不完善、受封建历史文化影响之深远,也从完善评价体系、关注正义、多方发力三方面提出了防范公权力寻租发生的治理建议。The views on public and private spheres put forward by Western scholars are instructive for the construction of modern democratic politics and the analysis of power rent-seeking. With China’s modernization and transformation, the boundaries between the public and private spheres are becoming increasingly blurred. From the perspective of the gradual privatization of the public sphere, the article analyzes the reasons why rent-seeking behaviors occur in public power, which can attribute to the profit-driven nature of human beings, imperfection of the real system, and pro-found influence of feudal history and culture. The article also puts forward the governance sug-gestions to prevent the occurrence of rent-seeking of public power including improving the evalu-ation system, paying attention to justice, and exerting efforts from all sides.
