文化产业推动下城市历史文化遗产活化利用的挑战与应对

摘　　要：活化利用是实现城市历史文化遗产有效保护与永续利用的必由之路。区别于文化事业推动下的城市历史文化遗产活化利用,在文化产业推动下的活化利用,是以文化为基础,以市场需求为导向,兼具经济属性与文化属性,因而在促进历史文化遗产的保护传承、带动文旅产业发展、满足人民群众精神文化需求等方面发挥重要作用。但由于文化产业以市场为导向,也面临着公益性风险、特色缺失以及开发性破坏等风险挑战。化解城市历史文化遗产的风险挑战,需要坚持经济效益与社会效益的统一,健全多元主体参与活化利用过程,同时加强活化利用过程中的创新能力,从而使城市历史文化遗产能够实现有效保护与永续利用,实现城市历史文化遗产的可持续发展。Activation and utilization is the only way to effectively protect and sustainably utilize urban his-torical and cultural heritage. Different from the activation and utilization of urban historical and cultural heritage driven by cultural undertakings, the activation and utilization driven by cultural industries is based on culture and market demand, and has both economic and cultural attributes, which is conducive to promoting the protection and inheritance of historical and cultural heritage, driving the development of cultural tourism industry, and meeting the spiritual and cultural needs of the people. However, due to the market-oriented nature of cultural industries, they also face risks and challenges such as public welfare risks, lack of characteristics, and developmental damage. To address the risks and challenges of urban historical and cultural heritage, it is necessary to adhere to the unity of economic and social benefits, improve the participation of multiple subjects in the process of activation and utilization, and strengthen the innovation ability in the process of activation and utilization, so that urban historical and cultural heritage can always be protected and achieve sustainable development.
