公益创投中政府与社会组织何以达成合作?——基于对项目申请书的质性分析  

How Does the Government and Social Organizations Cooperate in Venture Philanthropy?—Based on a Qualitative Analysis of the Project Application

摘　　要：公益创投是政府鼓励社会组织创新,培育社会组织发展,最终推动第三次分配运作的重要机制创新,研究公益创投中政社合作的达成具有现实意义。本文从组织、策略、目标三个维度构建理论分析框架,并对项目申请书进行质性分析,舍弃了与结果关联度较弱的“政治关联”因素,最终归纳出公益创投中影响政社合作达成“技术能力”“合作网络”“前期调研”“方案实操性”“风险控制”“专业支持”“社会融合”“社会关注”“长效影响”九个因素。基于分析针对政府和社会组织双方提出建议,为双方进一步通过公益创投开展合作提供参考。Venture philanthropy encourages the innovation of social organizations and promotes the development of social organizations, which has become an effective form of government-social cooperation, so it is of practical significance to study the achievement of political-social cooperation in venture philanthropy. This paper constructs a theoretical analysis framework from the three dimensions of organization, strategy and goal, and conducts a qualitative analysis of the project application, discarding the “political connection” factor with a weak correlation with the results, and finally summarizes nine factors that affect the achievement of political-social cooperation in venture philanthropy: “technical ability”, “cooperation network”, “preliminary research”, “program practicality”, “risk control”, “professional support”, “social integration”, “social concern” and “long-term impact”. Based on the analysis, suggestions are proposed for both the government and social organizations, providing references for further cooperation through venture philanthropy.
