新业态灵活就业人员就业质量评价与影响因素研究

摘　　要：文章采用问卷调查和访谈法相结合的方式,选择杭州市部分新业态灵活就业人员为对象,从工作特征、职业发展、薪酬待遇和社会保险参与情况四个方面对杭州市新业态灵活就业人员的就业质量进行评价。结果发现,新业态灵活就业人员整体就业质量水平偏低,主要受到个体特征、人力资本特征和社会资本特征的影响。针对调查结论,根据新业态灵活就业人员职业特征,建议强化政府、就业平台和新业态灵活就业人员三方主体责任,完善政策措施,提升新业态灵活就业人员就业质量水平。The study utilizes a combination of questionnaire surveys and interviews to focus on flexible employees in new forms of employment in Hangzhou, assessing their employment quality in terms of job characteristics, career development, compensation, and social insurance participation. The findings reveal that the overall employment quality for these flexible workers is relatively low, primarily influenced by their individual, human capital, and social capital characteristics. In light of these findings and considering the occupational characteristics of flexible workers in new forms of employment, it is recommended to reinforce the responsibilities of the government, employment platforms, and flexible workers themselves, to refine policy measures and elevate the employment quality for flexible workers in new forms of employment.
