上海市老年数字鸿沟治理发展和问题研究

摘　　要：随着经济和社会的发展,老年数字鸿沟治理日益成为国家推动数字化建设的重要举措。基于新公共服务的理念,本研究构建了一个以价值导向为核心,职能保障和责任意识为支撑,并以行动逻辑为实际表现的分析框架。通过这一框架,研究分析了上海市在应对老年数字鸿沟方面的进展与挑战。研究表明,上海市政府着眼于老年人的需求,以服务型政府模式确保其职能,并在治理过程中通过监督和监管来界定政府职责,同时动员多方资源以增强治理效能。上海市政府在治理过程中尽管取得了一定成效,但在价值定位、责任意识和行为逻辑等方面仍面临挑战。因此,未来需要在追求公共利益、完善法规体系以及加强协作联动等方面持续深化改进。As the economy and society evolve, addressing the digital divide among the elderly has emerged as a critical initiative for promoting digitalization at the state level. This study employs the concept of new public service to construct an analytical framework that emphasizes value orientation, functional safeguards, and responsibility awareness, all of which are operationalized through action logic. Utilizing this framework, the research examines the progress and challenges faced by the Shanghai Municipality in bridging the digital divide for its elderly population. The findings indicate that the Shanghai Municipal Government prioritizes the needs of the elderly, adopts a service-oriented governance model, and delineates governmental responsibilities through effective supervision and regulation. Additionally, the government mobilizes various resources to enhance governance effectiveness. Despite these achievements, challenges remain in the areas of value orientation, responsibility awareness, and behavioral logic.
