摘  要:民办高等教育的高质量发展是全面推进中国式现代化的新时代要求,制度优化与创新是民办高等教育高质量发展的必然选择。近年来,随着教育改革的不断深入,民办教育作为教育事业的重要组成部分,面临着诸多挑战与机遇。《民办教育促进法实施条例》的修订与实施,为民办高校的健康发展提供了法律保障和政策支持。文章以辽宁对外经贸学院为例,提出提高教学质量,增强社会认可度、加强内部管理,规范办学行为、拓展融资渠道,增强办学实力、关注学生需求,优化服务保障,以期为民办高校高质量发展提供启发与借鉴。The high-quality development of private higher education is a new era requirement for comprehensively promoting Chinese-style modernization, and institutional optimization and innovation are the inevitable choices for the high-quality development of private higher education. In recent years, with the continuous deepening of educational reform, private education, as an important part of the educational cause, has faced many challenges and opportunities. The revision and implementation of the Regulations on the Implementation of the Non-State Education Promotion Law of the People’s Republic of China provides legal protection and policy support for the healthy development of private colleges and universities. Taking Liaoning University of International Business and Economics as an example, this paper proposes to improve teaching quality, strengthen social recognition, strengthen internal management, standardize school-running behavior, expand financing channels, enhance school-running strength and pay attention to students’ needs, optimize the service guarantee, in order to provide inspiration and reference for the high-quality development of private colleges and universities.
