摘　　要：高校党支部书记作为党支部各项工作的组织者、推动者和参与者,提升其胜任力对落实立德树人根本任务、促进“双带头人”培育实践和办好中国特色社会主义大学具有重要意义。高校要准确把握新时代基层党组织建设总要求和高校党支部工作的新特点,针对党支部书记胜任力的构成要素与内在机构,在动态优化胜任要素、持续完善培训方案和建立健全长效机制上下功夫,力争切实提升新时代高校党支部书记胜任力。Party branch secretaries in colleges and universities are the organizers, promoters and partici-pants of various work of Party branches, so it is of great significance to enhance their competence in carrying out the fundamental task of cultivating people by virtue, promoting the practice of cultivating “double leaders” and running socialist universities with Chinese characteristics well. Universities should accurately grasp the general requirements and the new era of grass-roots party construction of college party branch work new characteristic, in view of the party branch secretary of the competency of the constituent elements and internal mechanism, the dynamic optimization for elements, continue to perfect training plan and establish a long-term mechanism, strive to practically improving the competence of universities in the new era of party branch secretaries.
