摘 要:优化教师学历配置是提高基础教育质量的重要举措。基于教育部发展规划司与《中国教育统计年鉴》《中国教育经费统计年鉴》2013~2020年的数据分析发现,我国四直辖市普通小学专任教师数量稳步上升,生师比逐渐降低,但重庆市生师比较其余三市较高;普通小学教师学历结构不优,硕士学历占比过低,其中重庆市专科及以下学历占比明显偏高;教育经费支出公平性总体处于相对合理水平,重庆市较其余三市公平性明显偏低,教师工资待遇与其余三市也有较大差距。基于以上研究发现,建议综合施策,从区域布局增强师资配置的科学性、从学历教育渠道提高教育硕士供给数量和质量;从薪酬制度设计优化教育经费筹措机制。Optimizing the allocation of teachers’ academic qualifications is an important measure to improve the quality of basic education. Based on the data analysis of the Development Planning Department of the Ministry of Education, China Education Statistical Yearbook and China Education Expenditure Statistical Yearbook from 2013 to 2020, it is found that the number of full-time teachers in ordinary primary schools in the four municipalities directly under the central government has steadily increased, and the pupil-teacher ratio has gradually decreased, but the pupil-teacher ratio in Chongqing is higher than that in the other three cities. The education structure of ordinary primary school teachers is not excellent, the proportion of master’s degree is too low, and the proportion of junior college degree or below in Chongqing is obviously higher;The fairness of education fund expenditure is generally at a relatively reasonable level, and the fairness of Chongqing is obviously lower than that of the other three cities, and the salary of teachers also has a large gap with the other three cities. Based on the above research findings, it is suggested that comprehensive measures should be taken to enhance the scientific allocation of teachers from the regional layout and improve the quantity and quality of the supply of master of education from the educational background education channels. Optimize education fund raising mechanism from salary system design.
