摘　　要：专利开放许可制度的建立旨在由政府搭建平台,降低交易成本,实现专利市场供需双方信息的快速对接以提高专利实施转化率,而在这其中专利开放许可费问题是影响该项制度能否达到预期效果的关键因素。针对目前专利开放许可费规则存在的定价主体单一等问题,本文将基于对专利开放许可费相关概念和内涵的探讨,为专利开放许可费相关制度的完善提供一些可行的路径。The establishment of the patent open license system aims to build a platform by the government, reduce transaction costs, realize the rapid docking of information between supply and demand in the patent market, and improve the conversion rate of patent implementation. Among these, the patent open license fee is a key factor affecting whether the system can achieve the expected effect. In view of the single pricing subject of the patent opening license fee rules, this paper will provide some feasible paths for the improvement of the patent opening license fee system based on the discussion of the related concepts and connotations of patent opening license fee and the actual national conditions of our country.
