境外投资补贴视角下中国对外投资策略研究

摘　　要：随着中国经济的发展,中国企业加快了走出去的步伐,但同时也遇到了更多的难题。境外投资的反补贴调查首当其冲。本文对境外投资补贴以及对中国如何应对开展探讨,提出中国可以在WTO框架下进行磋商,以及规避可能受到反补贴调查的行业等应对方式,尤其提出可以采取投资补贴资格竞标制度来帮助企业进行跨境投资合规。With the development of China’s economy, the pace of Chinese enterprises has accelerated the pace of stepping out, but at the same time, they have encountered more problems. Anti-subsidy investigations into foreign investments are at the forefront. This paper discusses overseas investment subsidies and how China should respond to them. It proposes that China can negotiate under the WTO framework and avoid industries that may be subject to countervailing investigations. In particular, it proposes that China can adopt the qualification bidding system for investment subsidies to help enterprises comply with cross-border investment compliance.
