耕地复垦实施相关问题及思考——以泰州医药高新区(高港区)为例  

Problems and Thoughts on the Implementation of Cultivated Land Reclamation—Taking Taizhou Pharmaceutical High-Tech Zone (Gaogang District) as an Example

摘　　要：本文以泰州市泰州医药高新区(高港区)作为研究对象,对该区耕地占补平衡和进出平衡实施情况进行分析,总结该区在落实政策时产生的问题,并从“大占补”的角度出发,提出4点建议:1) 加快新政策出台,编制耕地保护规划;2) 调整耕地补偿机制,激励耕地复耕工作;3) 简化复垦立项验收程序,强化耕地质量评定;4) 加强耕地指标平台管理,深化异地保护要求。确保新增耕地可长期稳定利用是工作重点,注重耕地质量和生态效益,系统推进,实施生态利用等措施,健全完善有效的耕地占补平衡制度,促进自然资源的可持续利用和生态环境的可持续发展。This paper analyzes the implementation of the balance of cultivated land occupation and compensation and conversion balance, summarizes the problems arising from the implementation of policies, taking Taizhou Pharmaceutical High-tech Zone (Gaogang district) in Taizhou City as the research object, and puts forward four suggestions from the perspective of “occupying and supplementing”: 1) speed up the introduction of new policies and compiling cultivated land protection plans;2) adjust the compensation mechanism of cultivated land and encouraging the work of returning cultivated land;3) simplify the acceptance procedure of reclamation project and strengthen the evaluation of cultivated land quality;4) strengthen the management of cultivated land index platform and deepen the requirements of protection in different places. Ensuring the long-term stable utilization of newly-increased cultivated land is the focus of work, paying attention to the quality and ecological benefits of cultivated land, systematically promoting and implementing measures such as ecological utilization, perfecting and perfecting the effective balance system of cultivated land occupation and compensation, and promoting the sustainable utilization of natural resources and the sustainable development of ecological environment.
