摘　　要：在欧盟出台反倾销新规的背景下,本文从新规的主要内容出发,通过对新旧规则对比,以欧委会对来自中国的热轧钢板桩发起反倾销调查为例,研究其对中国的挑战。并从企业、行业和政府三个层面得出企业直接投资、行业规范管理及政府与欧盟成员国签署FTA等应对策略。Under the background of the new EU anti-dumping regulations, this paper starts from the main content of the new regulation, through the comparison of the old and new regulations, and takes the European commission’s anti-dumping investigation on steel sheet piles from China as an example to study its challenge to China, and comes up with coping strategies such as enterprise direct investment, industry standard management and the government and EU member states signed FTA and so on, from three levels including the enterprise, industry and government.
