农业转移人口市民化公共成本测算——以贵阳市为例

摘　　要：推进新型城镇化、提升城镇化质量的重要任务是推进农业转移人口市民化。在市民化的过程中,目前的主要障碍是政府为弥补城镇和乡村的公共服务及社会保障差距所承担的财政压力。因此,测算农业转移人口市民化的公共成本成为研究市民化工作相关对策的重要任务之一。本文以贵阳市为样本深入分析农业转移人口市民化公共成本,并分别对随迁子女义务教育、社会保障与就业、住房保障、城镇基础设施建设、公共服务管理等六大成本进行测算,得出贵阳市农业转移人口市民化人均公共成本为74,126.78元。预计未来贵阳市流入农业转移人口110万左右,需要公共成本近815.39亿元。为了合理消化这一巨额成本,贵阳市政府应分层次、分步骤、分类别推进农业转移人口市民化,同时鼓励企业、社会积极参与。The important task of advancing new urbanization and improving the quality of urbanization is to promote the urbanization of the agricultural migration population. In the process of citizenization, the current main obstacle is the financial pressure the government has undertaken to make up for the gap between urban and rural public services and social security. Therefore, it is one of the important tasks to study the relevant countermeasures of the citizenization work to measure the public cost of the citizenization of the agricultural migration population. This article uses Guiyang City as a sample to deeply analyze the public costs of the urbanization of the agricultural migration pop-ulation, and separately calculates the six major costs of compulsory education, social security and employment, housing security, urban infrastructure construction, and public service management of the children with their migration, and draws that public cost per capita of the urbanization of Guiyang’s agricultural migration population is 74,126.78 yuan. It is estimated that in further, Gui-yang will have an inflow of about 1.1 million agricultural migration populations, which will require a public cost of nearly 81.539 billion yuan. In order to reasonably digest this huge cost, the government of Guiyang City should promote the citizenization of the agricultural migration population at different levels, steps and categories, while encouraging enterprises and society to actively partici-pate.
