基层妇联组织助力脱贫减贫的实践及经验——基于山西省的案例研究  

The Practice and Experience of Grassroots Women’s Federation Organizations in Combating and Reducing Poverty—Case Study Based on Shanxi Province

摘　　要：党的十八大以来,各级妇联在脱贫攻坚中推出一系列扶持妇女脱贫的政策和举措。基层妇联组织对于当地巩固脱贫成果、推动乡村振兴起着重要的作用,整理分析优秀实践和总结经验,对其他基层妇联进行脱贫减贫工作能起到借鉴作用,也有助于讲好中国故事、贡献中国智慧。本文梳理了山西省天镇县产业扶贫“公司 + 基地”新模式、平定县“互联网+”电商人才培训、洪洞县“链条式”帮扶等妇联助力脱贫减贫的实践,总结出坚持党的领导,强化妇联建设,做好脱贫攻坚与乡村振兴的衔接工作,精准扶贫、特色扶贫等成功经验。此外,案例解析认为特色优势产业发展不充分及现代化女性人才短缺是现阶段面临的主要问题,解决这些问题需要山西省各地基层妇联因地制宜,发展当地产业链,加强人才培育。Since the 18th National Congress of the Communist Party of China, women’s federations at all levels have launched a series of policies and measures to support women’s poverty alleviation. Grassroots women’s federations play an important role in consolidating the achievements of poverty alleviation and promoting rural revitalization. Their practices and experience would be useful for other grass-roots women’s federations in poverty alleviation and could be helpful for other countries. This study described the practices of “company + base” model of industrial poverty alleviation in Tianzhen County, Shanxi Province, the training of “Internet +” e-commerce talents in Pingding County, and the practice of “chain” assistance in Hongdong County. It also summarized the successful expe-rience of women’s federations in poverty alleviation and rural revitalization, precise poverty allevi-ation. At the end of this study, suggestions on how to improve the work of the Women’s Federations in Shanxi Province on poverty alleviation were given.
