摘 要:乡镇(街道)社工站是国家推进城乡基层社会治理、推动乡村振兴、打通为民服务“最后一米”的重要举措。本文以柳州市为研究对象,基于协同治理视角,采用文献梳理和实地调研相结合的方式,指出乡镇(街道)社工站在建设、运营过程中存在的“行政化”困境、服务资金不足、职责边界不明晰、社工人才匮乏等问题,提出构建多元治理体系,加强各部门的沟通协调、丰富资金渠道、加强社工人才队伍建设、加大宣传等对策,以期实现乡镇(街道)社会工作服务站的专业化、规范化发展。Township (street) social work stations are important measures taken by the country to promote grassroots social governance in urban and rural areas, promote rural revitalization, and connect the “last mile” of serving the people. This paper takes Liuzhou City as the research object, based on the perspective of collaborative governance, using the combination of literature review and field research, points out the “administrative” dilemma, insufficient service funds, unclear responsibility boundaries, lack of social workers and other problems in the construction and operation of township (street) social work stations, proposes to build a diversified governance system, strengthen communication and coordination among various departments, enrich funding channels, strengthen the construction of social work talent team and increase publicity, in order to achieve specialized and standardized development of township (street) social work service stations.
