摘 要:自中国第一家物业企业成立至今已四十余年,物业企业在高速发展、飞速扩张的同时,也面临着企业与业主之间的各种问题与矛盾,针对这些问题与矛盾,本世纪初有学者提出将“信托制”与物业管理模式相结合。该构想一经提出,便在全国多个地区进行了试点实践,并随着实践的发展不断完善,将基层党组织嵌入该模式,实现党建引领的信托制物业管理新模式,该模式强化了对物业企业的监督,强化了基层群众自治制度。针对物业企业和业主之间的矛盾,以及新模式落实难的困难,具体分析上述矛盾与困难的成因与解决措施,为进一步推进新模式和该模式下物业企业的发展问题提供建议,并为物业企业向公共服务转化,进而承担社会职能提出一些简要建议。It has been more than 40 years since the establishment of China’s first property management enterprise. While developing and expanding rapidly, property management enterprises also face various problems and contradictions between enterprises and owners. In response to these problems and contradictions, some scholars proposed to combine the “trust system” with the property management model at the beginning of this century. Once this concept was proposed, it was piloted and practiced in multiple regions across the country. With the development of practice, it has been continuously improved by embedding grassroots party organizations into this model, realizing a new trust property management model led by CPC. This model strengthens the supervision of property enterprises and strengthens the system of grassroots mass autonomy. In response to the contradictions between property enterprises and owners, as well as the difficulties in implementing the new model, this paper analyzes the causes and solutions of the above-mentioned contradictions and difficulties, provides suggestions for further promoting the development of property enterprises under the new model, and puts forward some brief suggestions for property enterprises to transform into public services and assume social functions.
