中老铁路跨国合作机遇与挑战研究

摘　　要：中老铁路作为倡议的重要项目,极大地推动了中国与老挝的双边合作与区域经济一体化,但现有研究多聚焦于经济效益评估,缺乏对跨国合作中的挑战与机遇的全面分析,尤其是在文化差异、环境影响等方面的深入探讨。为弥补这一不足,本文通过系统分析中老铁路合作中的机遇和挑战,探讨如何在跨国基础设施项目中平衡经济发展与可持续性,提出了应对资金与投资风险、文化差异等问题的政策建议。研究发现,中老铁路不仅显著促进了两国的双边贸易、区域互联互通和人文交流,还面临资金、环境和社会影响等方面的挑战。文章的研究为跨国合作提供了重要启示,强调了多边合作、风险管理和文化理解的重要性,具有促进区域经济发展和全球合作的现实意义。As an important project of the initiative, the China-Laos Railway has greatly promoted bilateral cooperation and regional economic integration between China and Laos. However, existing research mostly focuses on economic benefit assessment and lacks a comprehensive analysis of the challenges and opportunities in transnational cooperation, especially in-depth discussions on cultural differences, environmental impacts, etc. In order to make up for this shortcoming, this paper systematically analyzes the opportunities and challenges in China-Laos railway cooperation, explores how to balance economic development and sustainability in transnational infrastructure projects, and proposes policies to deal with issues such as capital and investment risks, cultural differences, etc. suggestion. The study found that the China-Laos railway not only significantly promoted bilateral trade, regional connectivity and people-to-people exchanges between the two countries, but also faced challenges in terms of funding, environment and social impact.
