摘　　要：预警响应,作为应急管理中的一个独特且关键的过渡环节,其初始形成与逐步发展的过程往往具有“潜藏性”,长期以来未能吸引足够的注意力,导致在相关领域的理论与实践探索中,其潜在价值未能得到充分的挖掘与有效利用。在2021年郑州暴雨自然灾害中预警响应机制的失效,无疑成为了一个强烈的信号,再次凸显了加强和完善预警响应体系建设的紧迫性和重要性。The warning response, as a unique and critical transition phase in emergency management, has an “invisible” initial formation and gradual development process, which has long attracted insufficient attention, leading to the underutilization of its potential value in related theoretical and practical explorations. The failure of the warning response mechanism in the 2021 Zhengzhou heavy rainstorm natural disaster has undoubtedly become a strong signal, further highlighting the urgency and importance of strengthening and improving the warning response system construction.
