摘　　要：社会组织作为社会协同的重要力量,旨在通过提供多样化的服务参与社会建设、改善民生,推动社会发展,促进社会和谐与进步。科学、合理地评价社会组织作用发挥意义重大。在借鉴前人研究成果的基础上,结合现阶段我国社会组织发展现状及党中央的战略规划和决策部署,总结构建社会组织作用发挥在内部治理、服务、组织能力、社会影响力与贡献,社会评价等五个维度构建社会组织作用发挥的评价指标体系,具有很强的政策导向性、理论性、适用性、可操作性与可比性。Social organizations, as a crucial force in social collaboration, aim to participate in social construction, improve people’s livelihood, promote social development, and foster social harmony and progress by providing diversified services. It is of great significance to scientifically and reasonably evaluate the role and significance of social organizations. Based on previous research findings and in consideration of the current development status of social organizations in China as well as the strategic planning and decision-making deployment of the Party Central Committee, this paper constructs an evaluation index system for the role of social organizations from five dimensions: internal governance, service capability, organizational capability, social influence and contribution, and social evaluation. This system possesses strong policy relevance, theoretical basis, applicability, operability, and comparability.
