摘　　要：粤港澳大湾区作为中国改革开放的重要战略布局,正积极推动高水平人才高地建设,以推动区域协同发展和提升国际竞争力。高水平人才高地的概念可以从学术研究、产业创新和人才培养这三方面进行分析。粤港澳大湾区高水平人才高地建设的价值意蕴包括以下三点:一是跨境智慧融合:大湾区高水平人才高地建设的战略性价值;二是全球影响力提升:大湾区高水平人才高地建设的国际价值潜力;三是文化融合拓展:打破地域壁垒的大湾区高水平人才高地建设的文化价值。粤港澳大湾区高水平人才高地建设存在的问题主要包括人才流动阻碍、产业与人才匹配不足和高校与企业融合不够这三方面。通过突破区域限制,构建自由高水平人才流动新框架、精准匹配经济结构,提升人才需求与产业发展的一体化水平以及建立有力机制,将促使高校与企业更紧密、深度融合,更好地推进粤港澳大湾区高水平人才高地建设。As an important strategic layout of China’s reform and opening up, the Guangdong-Hong Kong-Macao Greater Bay Area is actively promoting the construction of high-level talent highlands to promote regional coordinated development and enhance international competitiveness. The concept of high-level talent highland can be analyzed from three aspects: academic research, industrial innovation and talent training. The value implications of the construction of a high-level talent highland in the Guangdong-Hong Kong-Macao Greater Bay Area include the following three points: first, cross-border wisdom integration: the strategic value of the construction of a high-level talent highland in the Greater Bay Area;second, the global influence has been enhanced: the international value potential of the construction of a high-level talent highland in the Greater Bay Area;the third is cultural integration and expansion: the cultural value of the construction of a high-level talent highlan
