摘  要:核动力水面舰船是一种由核反应堆推进的海上交通工具,应急组织是应急预案最重要的基础结构要素之一,针对此问题,本文分析了我国核电厂核事故应急组织、常规动力水面舰船海上搜救应急组织,提出了符合我国现有核安全、海上交通安全管理体制的全国海上核事故应急组织框架、核动力水面舰船海上核事故应急责任主体应急组织框架及其关键应急响应职责。A nuclear-powered surface ship is a vehicle propelled by a nuclear reactor at sea and emergency organization is one of the most important infrastructure elements of emergency plan, aiming at this problem, the nuclear accident emergency organizations of nuclear power plant and the maritime search and rescue emergency organizations of conventional powered surface ship in China are ana-lyzed, a national maritime nuclear accident emergency organization framework and a maritime nu-clear accident emergency organization framework of responsibility bodies of nuclear-powered sur-face ship and their key emergency response responsibilities that conform to China’s existing nucle-ar safety and maritime traffic safety management systems are proposed in this paper.
