摘　　要：在现代国际海运安全语境下,方便旗制度的存在会导致对方便旗船的法律监督失序,进而引发各种海上事故。为此,在现有国际法律规范体系下,要加强方便旗船旗国、港口国和沿海国的国际合作,充分共享信息,保证对方便旗船的监管,同时要从国际和国内两个层面上完善船舶登记制度,实现对于方便旗制度的完善。In the perspective of maritime security, the existence of flag of convenience would leads to dis-order of legal regulation. Thus, in the legal system, we should strengthen the cooperation between the countries of flag of convenience, port states and littoral states. Meanwhile, the institution of ship register also should be improved.
