健康中国建设背景下《乡村医生从业管理条例》修订研究

摘　　要：农村医疗卫生保障工作是我国健康中国建设战略工作的重点,而乡村医生作为农村医疗卫生保障工作中的重要群体,有着不可替代的作用,但乡村医生面临从业保障条件差和职业规范性差等问题。为了适应人民日益增长的美好生活需要和统筹解决乡村医生从业保障和职业规范等问题,应当在吸收地方通过立法、保障乡村医生的待遇、加强乡村医生的培训和树立“尊医重卫”的意识等经验基础上,对施行近20年的《乡村医生从业管理条例》作出修订。其修订的具体路径为:第一,把握立法目的,营造“尊医重卫”社会氛围;第二,更新乡村医生的权利与义务,保障乡村医生合法权益;第三,保证乡村医生培训考核,提高农村医疗服务质量。Rural Medical and health security work is the focus of our health China construction strategy, and rural doctors as an important group of rural medical and health security work, have an irreplaceable role, however, rural doctors are faced with the problems of poor job security and poor professional norms. In order to adapt to the growing needs of the people for a better life and coordinate the solution of issues such as job security and professional standards for rural doctors, it is necessary to revise the Regulations on the Practice Management of Rural Doctors that have been in effect for nearly 20 years, based on the experience of absorbing local legislation, ensuring the treatment of rural doctors, strengthening the training of rural doctors, and establishing the awareness of “respecting doctors and valuing health”. The specific ways of the revision are as follows: first, grasping the aim of legislation to create a social atmosphere of “respecting doctors and health”;second, renewing the rights and obligations of rural doctors to protect their legitimate rights and interests;third, to ensure the training and assessment of rural doctors and improve the quality of rural medical services.
