摘　　要：第七次人口普查数据公布后,我国人口年龄、性别分布状况明朗,老龄化、少子化、结婚率低及初婚年龄晚等问题尤为突出。不少研究将视野投射至“多生孩子”以解决目前人口结构困境。本研究通过对相关法律法规及政策的解读,分析制度实施中的利益相关者的诉求与义务,探究政策施行对不同群体的可能影响及效果,从法律制度层面与社会家庭层面提出了相应配套措施与之相协调,促进政策目的更好实现。After the release of the seventh census data, the status of age and sex distribution of our country’s population has become clear, with some prominent problems, such as aging, having fewer children, low marriage rate and late age at first marriage. Many studies have projected their vision on having more children to solve the current demographic dilemma. Through the interpretation of relevant laws, regulations and policies, this study analyzes the demands and obligations of interest stake-holders in the implementation of the system, explore the possible impact and effect of policy implementation on different groups, and puts forward the corresponding supporting measures from the legal system level and the social family level, so as to promote the better realization of the policy purpose.
