内自同城化法治背景下营商环境之司法方案

摘　　要：法治化是提高营商环境质量的重要内容,司法法治是不断推进营商环境法治化的应有之义。内自同城化是加快成渝双城经济圈建设的重要一环,不断加强两市的司法同城化,是保障两市经济新发展的必由之路。当前两市司法合作体系呈现碎片化状态,对于如何建设司法同城化是一个现实且紧迫的任务。内自同城化法治营商环境之司法方案的建构有必要从加强司法服务意识、优化司法运行机制、建设专业化人才队伍、改革营商环境考核指标等四个方面入手。探索两市法治营商环境的司法方案,助益形成公平竞争的营商环境。The rule of law is an important part of improving the quality of the business environment, and the judicial rule of law is the due meaning of continuously promoting the legalization of the business environment. It is an important link to accelerate the construction of Chengdu-Chongqing economic circle. Constantly strengthening the judicial integration of the two cities is the only way to ensure the new economic development of the two cities. At present, the judicial cooperation system of the two cities presents a fragmented state, which is a realistic and urgent task for how to build the judicial integration. The construction of the judicial plan should be made from strengthening the judicial service awareness, optimizing the judicial operation mechanism, building a professional talent team, and reforming the assessment indicators of the business environment, four aspects to start with. We will explore judicial plans for the law-based business environment in the two cities to help create a level playing field for competition.
