基于熵权-TOPSIS的广西海洋经济韧性评价与障碍度分析

摘  要:在广西向海经济发展背景下,海洋经济韧性逐渐受到人们的关注。本文基于2005~2021年广西北海、钦州和防城港海洋经济韧性的相关面板数据,从抵抗恢复力、调整适应力、创新转型力三个方面构建广西海洋经济韧性评价体系,采用熵权法计算其指标权重,并结合TOPSIS方法进行广西海洋经济韧性分析。同时,运用障碍度模型对广西海洋经济韧性进行障碍因素识别。结果显示,对广西海洋经济韧性发展起主要作用的是创新转型力;三个城市的海洋经济韧性程度差异较为明显,从高到低排序为北海、钦州和防城港;近几年,广西海洋经济韧性的主要障碍因素为教育支出、科学技术支出和海洋捕捞。最后,基于研究结果提出了一些政策性建议。In the context of Guangxi’s seaward economic development, the resilience of marine economy has gradually attracted people’s attention. Based on the panel data of marine economic resilience in Beihai, Qinzhou and Fangchenggang from 2005 to 2021, this paper constructs an evaluation system of Guangxi’s marine economic resilience from three aspects: resistance resilience, adjustment and adaptability, and innovation and transformation, calculates its index weights based on the entropy weight method, and analyzes the resilience of Guangxi’s marine economy by combining the TOPSIS method. At the same time, the obstacle degree model was used to identify the obstacle factors for the resilience of Guangxi’s marine economy. The results show that innovation and transformation play a major role in the development of Guangxi’s marine economic resilience, and the three cities have obvious differences in the degree of marine economic resilience, which are Beihai, Qinzhou and Fangchenggang in descending order, and the main obstacles to Guangxi’s marine economic resilience in recent years are education expenditure, science and technology expenditure and marine fishing. Finally, some policy suggestions are put forward based on the research results.
