摘 要:本文分析了我国天然气市场具有天然气战略地位突出、供需缺口较大、价格管理体制正在逐步完善、现阶段天然气产业链上存在一定的垄断性、用气结构形式多差异大和终端投资主体多元化的特点。根据市场特点,本文认为在对天然气的销售过程中,必须站在宏观层面把握,要兼顾各方利益,促进天然气获得最有效的利用,为企业为社会带来最大的收益;进一步提出,各用户利用天然气的有效性可以通过用户的用气规模、波动性(均衡性)、营业额、用户价格承受能力、利用效率、政策合规程度、解决就业能力、环境效益八个指标进行描述。This paper analyzes the characteristics of the natural gas market in China: the outstanding strategic position, larger supply and demand gap, the gradually perfect price management system, monopoly in the natural gas industrial chain at this stage, variation of the gas structure, diversity of the terminal investment. According to the natural gas market characteristics, this paper points out that it must stand at the macro level in the sales process of natural gas, in order to balance the interests of all parties, promote to obtain the most effective use of natural gas, and bring the biggest benefit for the enterprise to the society. Each user can use the effectiveness of the gas through eight indexes: the scale of gas use, volatility (balance), turnover, customer affordability, efficiency, the degree of policy compliance, the ability of solving employment, environmental benefits.
