摘 要:党的二十大提出,全面推进乡村振兴,坚持农业农村优先发展,巩固拓展脱贫攻坚成果,农村集体经营性建设用地入市成为乡村振兴领域理论研究和实践探索的热点。本文从北京市集体建设用地入市制度的视角下,分析北京市房山区、大兴区部分乡镇集体土地入市的情况,以及面临的制度、资金等问题,并提出相应的解决策略,参考国内其他城市入市路径,以期为进一步规范和完善北京市集体土地入市工作提供借鉴。The 20th National Congress of the Communist Party of China proposed to promote rural revitali-zation in an all-round way, adhere to the priority development of agriculture and rural areas, consolidate and expand the achievements of poverty alleviation, and put rural collective man-agement construction land into the market, which has become the focus of theoretical research and practical exploration in the field of rural revitalization. From the perspective of Beijing’s collective construction land entry system, this article analyzes the situation of some township collective land entry in Fangshan District and Daxing District of Beijing, as well as the problems faced by the system and funds, and proposes corresponding solutions, referring to other domestic cities entering the market, in order to provide a reference for further standardizing and improving Beijing’s collective land entry into the market.
