我国地方数字化治理的现状与发展研究——以湖南省政务服务大厅为例

摘　　要：随着信息技术的飞速发展,数字经济在我国经济建设中所占的比重正在稳步提升,由数字经济所支撑的数字政府的建设也正在大力推进。数字政府在政务服务、数字治理、数据治理三个方面统筹推进,成为推进服务型政府建设的重要保障与新的力量。湖南省政务服务大厅是全国第一个电子政府外网实现全部国产化的政务服务大厅,其发展的现状和相关措施的实施值得为其他地方政府的数字化治理提供了参考模型,本研究将通过分析湖南省政务服务大厅的现状与发展特点针对如何提高地方数字化治理的效度和广度成为当前地方治理的关键问题提出相应措施。With the rapid development of information technology, the proportion of digital economy in China’s economic construction is steadily increasing, and the construction of digital government supported by digital economy is also vigorously advancing. Digital government has been promoted in three aspects: government services, digital governance, and data governance, and has become an important guarantee and new force for promoting the construction of service-oriented government. Hunan Provincial Government Service Hall is the first e-government extranet in China to achieve all localized government service hall, its development status and the implementation of related measures are worth providing a reference model for the digital governance of other local governments, this study will analyze the status quo and development characteristics of Hunan Provincial Government Service Hall, how to improve the effectiveness and breadth of local digital governance has become the key issue of local governance.
