摘　　要：中国具有丰富的滩浅海油气资源,加大滩浅海油气资源的效益开发将有利于增强油气资源的自主供给能力,是国家能源安全战略的重要组成部分。本文从实践价值、本质属性、现实困境三个维度对中国滩浅海油气资源效益开发进行了整体性理论分析,构建起涵盖主体利益、目标体系和运作模式的效益开发模式,从技术和管理两个角度提出了中国滩浅海油气资源效益开发路径。China has abundant oil and gas resources in the beach and shallow sea area. Increasing the benefi-cial development of oil and gas resources in the beach and shallow sea area will be beneficial for enhancing China’s independent supply capacity of oil and gas resources, and it is also an important component of China’s energy security strategy. This paper conducts a comprehensive theoretical analysis of the development of oil and gas resources in the beach and shallow sea area from three dimensions: practical value, essential attributes, and practical difficulties. And this paper constructs a benefit development model that covers the interests of the behavior subject, target system, and operation mode. This paper puts forward the path to realize the goal of the beneficial development of oil and gas resources in the beach and shallow sea area from the perspectives of technology and management.
