美丽乡村建设背景下农村环境卫生整治分析——以山东省S村为例

摘　　要：随着2016年美丽乡村建设在淄博市全面展开,环境卫生整治作为美丽乡村建设重要一环,各村一直极为重视。经过近几年的整治,环境卫生整治工作成效显著,乡村整体风貌焕然一新。但成绩斐然并不意味着问题已然解决,在看到成就的同时必须承认有很多村庄环境卫生整治工作中仍存在亟待解决的问题。在立足山东省淄博市S村实际,考察了该村环境卫生整治情况并了解了该村整治的主要方式后,这一系列调查研究发现经过近几年的整治,该村在环境卫生治理方面还存在整治工作开展无序、整治质量有所欠缺等问题。分析认为,问题产生的原因可作整治机制、主体、资源三个因素的归纳,并对此提出改善问题的对策,以期进一步迈进美丽乡村的建设目标。With the full development of the construction of beautiful villages in Zibo City in 2016, the environmental sanitation improvement work is an important part of the construction of beautiful villages, and the villages have always attached great importance to it. After the renovation in recent years, the environmental sanitation renovation work has achieved remarkable results, and the overall appearance of the village has taken on a new look. However, great achievements do not mean that the problems have been solved. Although many provincial and municipal-level beautiful rural demonstration villages and demonstration projects have been built, while seeing these achievements, it must be acknowledged that there are still many villages with mediocre results in environmental sanitation improvement, and even some model villages are not without problems. Based on the actual situation of S Village, located in Zibo City, Shandong Province, the village’s environmental sanitation remediation has been investigated from garbage collection and disposal, wasteland utilization, toilet remediation and other aspects of comprehensive remediation, and after understanding the main methods of environmental sanitation remediation in the village, the results are as follows: A series of investigations and studies have found that after the environmental sanitation remediation in recent years, there are still problems in the village’s environmental sanitation governance, such as disorderly implementation of remediation work, lack of remediation quality, and lack of available resources. Through careful investigation and analysis, the reasons for the problem are summarized from the three factors of rectification mechanism, subject and resources, and corresponding countermeasures to improve the problem are put forward: perfecting the rectification mechanism, giving full play to the role of the rectification subject, and expanding the channels for obtaining resources, in order to move further towards the goal of building a beautiful country
