摘　　要：哈尔滨在这个冬天旅游热度暴涨,成为“冷资源”带动“热经济”的样本,为各界树立了坚定信心,起到了示范效应,并带来诸多启示。其火爆原因主要在于得天独厚的冰雪资源,丰富的冰雪文化活动以及政府的有力推广。提出了发展冰雪旅游需依托本地特色资源,打造独特品牌,政府应加大投入,完善基础设施,提升服务质量,并通过多元化营销手段扩大知名度等措施,以期为哈尔滨及其他地区的冰雪旅游产业发展提供参考与借鉴。Harbin has seen a surge in tourism enthusiasm this winter, becoming a model of “cold resources” driving “hot economy”, establishing firm confidence for all sectors, playing a demonstrative role, and bringing many inspirations. The main reason for its popularity is its unique ice and snow resources, rich ice and snow cultural activities, and strong government promotion. It has been proposed that the development of ice and snow tourism should rely on local characteristic resources, create unique brands, increase government investment, improve infrastructure, enhance service quality, and expand popularity through diversified marketing methods, in order to provide reference and reference for the development of ice and snow tourism industry in Harbin and other regions.
