多元治理视角下的老旧小区“街区式准物业”服务——以昆明市西山区永昌街道为例

摘  要:老旧小区由于建造年代久远,人居环境差,配套设施及功能已明显落后于居民的生活需求,物业管理问题是老旧小区治理中的重大短板,改善物业管理也是老旧小区改造的重要内容。本文以云南省昆明市西山区永昌街道老旧小区为例,从多元治理视角研究老旧小区“街区式准物业”服务。通过实地调查研究,发现永昌街道老旧小区过去基础设施老旧,公共活动空间少;环境卫生质量差,安全管理堪忧;居民惯性缺乏物业服务消费意愿;老旧小区物业存在多头管理问题。永昌街道对“街区式准物业”服务的探索,融合了多元主体力量,党建引领、社区监督治理、物业企业进驻、居民广泛参与、专业志愿者服务,实现了共建共治共享。“街区式准物业”具有党建引领社区共治、多元主体融合共治、划分单元灵活管治的治理特点,值得作为典型经验和案例进行研究和推广。Due to the long-term construction and poor living environment of the old urban community, the supporting facilities and functions have obviously lagged behind the living needs of the residents. The problem of property management is a major shortcoming in the governance of the old urban community. Improving the property management is also an important part of the renovation of the old urban community. This paper takes the old urban community of Yongchang Street, Xishan District, Kunming City, Yunnan Province as an example, and studies the “block-style quasi-property” service of the old urban community from the perspective of multiple governance. Through on-the-spot investigation and research, it was found that the old urban community in Yongchang Street used to have old infrastructure and little space for public activities;the quality of environmental sanitation was poor, and safety management was worrying;residents lacked the willingness to consume property services;Yongchang Street’s exploration of “block-style quasi-property�
