摘　　要：政府在基本医疗保障制度中承担义不容辞的责任,现阶段我国居民基本医疗保障制度存在政府责任缺失的现状,对此应通过明确政府责任观念并采取有效措施,合理配置医疗卫生资源,增加对居民基本医疗的财政投入,尽快将制定基本医疗保障法提到优先议程,加强对基本医疗制度运行的监管等方式进行完善,为居民提供更加优质的医疗环境,进一步推动我国基本医疗保障制度的发展。The government has an obligatory responsibility in the basic medical security system. At present, there is a lack of government responsibility in the basic medical security system of residents in China. To solve this problem, we should clarify the concept of government responsibility and take effective measures, rationally allocate medical and health resources, increase the financial input for residents’ basic medical care, put the formulation of the basic medical security law on the priority agenda as soon as possible, and strengthen the supervision of the operation of the basic medical security system, so as to provide residents with a better medical environment and further promote the development of our basic medical security system.
