巡游出租汽车行业“去公司化”探析——以长沙市为例

摘  要:深化出租汽车行业改革以来,长沙市巡游车运营收入受前期网约车冲击影响,由直线下降到稳步回升,从业人员对行业健康发展信心逐步恢复,但也出现了部分企业驾驶员强烈要求个体化经营,“去公司化”的声音。本文结合当前国家、省、市改革政策导向和出租汽车行业发展实际,通过分析个体巡游出租汽车经营模式弊端和现行监管体制,为管理部门决策提供参考意见。Since the deepening of the reform of the taxi industry, the operating income of cruising cars in Changsha City has from a straight decline to a steady recovery due to the impact of early online ride-hailing. The confidence of employees in the healthy development of the industry has gradually recovered, but there have also been strong demands from some enterprise drivers for personalized management and “decompanyization” voices. This article combines the current national, provincial, and municipal reform policy guidance and the actual development of the taxi industry, by analyzing the drawbacks of the individual cruise taxi business model and the current regulatory system, reference opinions are provided for decision-making by management departments.
