湖北省地方高校经费规模、特征及优化研究

摘　　要：地方高校是高等教育的重要组成部分,本文以湖北省9所地方普通高校财政经费为研究对象,探索地方高校经费规模与支出结构,分析了地方高校经费规模差异、高校经费对地方财政依赖性高、教育支出单极化等特征;指出地方高校存在经费来源单一、支出规模和结构尚待优化、项目公开数据粗糙等问题。提出应当拓宽高校资金筹措渠道,优化经费支出结构,提升经费使用效率,推动经费信息详细化、公开化,建立科学有效的经费配置体系,更进一步提升高校治理能力和治理水平,将有限的教育经费资源进行更为合理的配置,使其发挥最大效用,塑造地方教育品牌,提升地方高校的品牌竞争力。Local colleges and universities are an important component of higher education. Taking the finan-cial funds of 9 local colleges and universities in Hubei Province as the research object, this paper explores the scale and expenditure structure of local colleges and universities, and analyzes the differences of local colleges and universities’ funds scale, high dependence of university funds on local finance, and unipolar education expenditure. It has been pointed out that local universities have a single source of funds. The expenditure scale and structure need to be optimized, and the open data of projects are rough. It is suggested that we should broaden the financing channels of colleges and universities, optimize the expenditure structure, improve the efficiency of the use of funds, promote the detailed and open information of funds, establish a scientific and effective allocation system of funds, further improve the governance capacity and level of colleges and universities, and allocate the limited educational funds more rationally, so as to make them play the greatest role, shape the local education brand and enhance the brand competitiveness of local colleges and universities.
