摘　　要：为打开“放管服”改革影响中小企业创新绩效的“黑箱”,本研究以国内八家科技型中小企业为研究对象,采用文本编码和案例研究方法,对“放管服”改革、创新环境与企业创新绩效间的关系进行梳理和阐释,构建三者间关系的理论模型,旨在揭示“放管服”改革如何提升中小企业创新绩效。研究发现,“放管服”改革提升企业创新绩效具有“双重路径”:一方面,“放管服”改革通过减少企业办事时间和经济成本,以及减少行政干预和搭建服务平台等方式,直接促进了企业创新绩效的提升;另一方面,“放管服”改革通过精简行政审批、有效监管、优化政务服务等方式,为企业创新营造了良好的“软环境”和“硬环境”,进而促进了企业创新绩效的提升。本研究揭示了政府通过“瘦身(放)”“健身(管)”和“强身(服)”等改革举措持续优化创新环境“放水养鱼”,让中小企业创新“如鱼得水”,释放改革红利的机制。This research aims to open the“black box”of how the reform of government functions affect SME innovation performance.With eight domestic SMEs as the research object,and adopting the text coding and case study methods,this research analyzes the relations among the reform of government functions,innovation environment and enterprise innovation performance.Based on their relationship,a theoretical model is developed,which aims to reveal how the reform of government functions can improve SME innovation performance.It is found that the reform of government functions has the“dual path”to improve the innovation performance.On one hand,the reform has directly promoted the improvement of enterprise innovation performance by reducing business time and economic costs,reducing administrative intervention and building service platforms;on the other hand,the reform has created a good“soft environment”and“hard environment”for enterprise innovation by streamlining administrative approval,effective supervision,optimizing government services,and thus promotes the improvement of enterprise innovation performance.This study reveals the mechanism that the government continues to optimize the innovation environment by the means of“slimming down(releasing power)”,“fitness(regulation)”,“strengthening(services)”,so that SMEs can innovate“like fish in water”and the government can release reform dividends.
