摘　　要：世纪疫情影响下,百年未有之大变局加速演进。百年未有之大变局下的世界高等教育普及化具有全球性、不确定性、多样性和现代化等特征,面临诸多严峻挑战,包括逆全球化影响高等教育普及化的软环境,疫情时代信息技术的异化对入学机会的冲击,高等教育全球治理理念、制度与实践的失灵。面对百年未有之大变局,普及化时代的高等教育既要以人类命运共同体理念为指导,推动中国高等教育普及化高质量发展,又要积极参与全球高等教育治理,推进全球高等教育治理体系变革,还要吸收借鉴世界高等教育先进经验,走具有中国特色的普及化发展道路,传播高等教育普及化的中国声音,讲好高等教育普及化的中国故事。同时,加快推进高等教育治理体系与治理能力的现代化;加强对高等教育的理论供给与制度供给,增强高等教育对重大危机与潜在风险的应变能力。Under the influence of the epidemic of the century,the great changes that have not been seen in a hundred years have accelerated their evolution.The popularization of higher education under the unprecedented changes in a hundred years has the characteristics of globality,uncertainty,diversity and modernization.At the same time,it faces many serious challenges,including the soft environment that counter-globalization affects the popularization of higher education;the impact of the alienation of information technology on admission opportunities in the era of the epidemic;the failure of the concept,system and practice of global governance of higher education.Facing the unprecedented changes in a hundred years,higher education in the era of popularization must not only be guided by the concept of the community of human destiny and promote the high-quality development of the popularization of higher education,but also actively participate in the governance of global higher education and promote the reform of the global higher education governance system;absorb and learn from the world's advanced experience in higher education,and take the road of popularization development with Chinese characteristics;spread the Chinese voice of the popularization of higher education and tell the Chinese story of the popularization of higher education.At the same time,accelerate the modernization of the governance system and governance capabilities of higher education;strengthen the theoretical supply and institutional supply of higher education,and enhance the resilience of higher education to major crises and potential risks.
