摘 要:科研成果评价是高校科研管理的重要组成部分,是学校教师岗位聘任、年度考核、津贴发放、职称评审等工作的重要尺度,也是高校科研发展的“指挥棒”。目前,高校对科研成果的评价存在不同程度的评价主体行政化、评价过程重数轻质、评价结果“功利化”等问题,高校应根据发展实际,构建分类科学、指标合理的科研成果评价体系。本文针对高校科研成果评价提出“分类评价、突出创新、专家评议、以质为先”的思路,以期为高校科研成果分类评价体系建设提供参考。It is the evaluation of scientific research achievements that matters in the management of scientific research for colleges and universities. As the baton of scientific research development, it is also an important yardstick for the employment of teachers, annual assessment, payments of allowance and evaluation of professional titles. However, the problems of administration, utilitarianism and focusing on quantity rather than quality exists to varying degree during the evaluation. Therefore, universities should construct an evaluation system of scientific research achievements with scientific classification and reasonable index according to the actual development. This study put forward the ideas of classified evaluation, emphasis on innovation, expert reviews and quality first in order to provide useful reference for the construction of the classification and evaluation system of university scientific research achievements.
