摘　　要：社区是基层社会治理的基本单元,也是各种灾害风险防控的基础。近年来,北京市社区风险应对的重点经历了从应急到减灾的转型,从强调各种突发事件的应急处置,转向强调各种风险的防范化解。当前立足社区防灾减灾模式,北京社区从应急到减灾转型中还存在一些难题,需要基于社区减灾理念采取更有针对性的政策措施。Community is the basic unit of social governance at the grass-roots level,and also the basis of disaster risk management.In recent years,the focus of community disaster risk management in Beijing has gone through the transition from emergency response to disaster risk reduction,from emphasizing the emergency response of various emergencies to emphasizing the prevention and resolution of various risks.At present,based on the community comprehensive disaster reduction model,there are still some questions in the transition from emergency response to disaster reduction in Beijing communities.It is necessary to take more targeted policy measures to analyze and solve these questions.
