摘　　要：随着科学技术的急速发展,技术创新已经成为经济发展的主要趋势。科技型中小企业产品更新快、变化灵活,是高科技产业发展的中流砥柱。但是,中小企业资金实力一般,缺乏规模经济,竞争激烈的市场促进他们必须不断创新,及时将创新转化为实际生产力,以维持其生存和发展。"快速、新颖、准确"的特征决定了科技型中小企业的技术创新是风险和利益共存的活动。对于科技型中小企业而言,从自身和外部资源的角度出发,对创新过程中存在的各种风险进行风险识别和评估,并建立相应的对策体系,努力实现科技型中小企业的创新和成功,已成为他们的首选目标。With the rapid development of science and technology,technological innovation has become the mainstream of economic development.Technological small and medium-sized enterprises(SMEs)are the mainstay of the development of high-tech industries because of their fast product updating and flexible changes.However,small and medium-sized enterprises lack economies of scale because of their general financial strength,and the fierce competition in the market promotes them to innovate continuously and transform innovation into real productive forces in a timely manner in order to maintain their survival and development.The characteristics of"fast,novel and accurate"determine that technological innovation of small and medium-sized technological enterprises is an activity of coexistence of risks and benefits.For small and medium-sized technology-based enterprises,from the perspective of their own and external resources,risk identification and assessment of various risks in the process of innovation,and the establishment of corresponding countermeasures system,striving to achieve the innovation and success of small and medium-sized technology-based enterprises,has become the preferred goal of small and medium-sized technology-based enterprises.
