加权TOPSIS法和加权秩和比法对2021年云南省法定传染病报告质量的综合评价

摘　　要：目的为了解云南省2021年法定传染病报告质量情况,使用加权TOPSIS法(technique for order preference by similarity to an ideal solution method,TOPSIS)和加权秩和比法进行综合评价,并探讨两种方法之间的结果适用性。方法对云南省16个地市80家不同级别的医疗机构进行法定传染病报告质量调查,对调查结果进行综合评价。结果两种方法对16个地市法定传染病报告质量评价结果基本一致,而对不同级别医疗机构的评价结果有所差别,加权秩和比法更加适用于本调查的研究。综合评价结果显示,中部地区传染病报告质量优于边境地区,经济发达地区优于经济落后地区,东部地区优于西部地区,结果和现场调查实际情况相符。结论加权秩和比法相对加权TOPSIS法更加适用于2021年云南省传染病报告质量的综合评价,特别是评价对象较多时,使用加权秩和比法的结果会更优;目前云南省传染病报告仍然存在不足,建议各级各类机构应从自身出发,提高和改善传染病报告管理工作,全面提高传染病的报告质量。Objective To understand the quality of legal infectious disease reports in Yunnan Province in 2021 through performing a comprehensive evaluation using weighted technique for order preference by similarity to an ideal solution(TOPSIS)method and weighted rank sum ratio(WRSR)method,and to explore the applicability of the results between the two methods.Methods We conducted a survey on the quality of legal infectious disease reports among 80 medical institutions at different levels in 16 cities in Yunnan Province,and comprehensively evaluated the survey results.Results The results of the two methods for evaluating the quality of legal infectious disease reports from the 16 cities were basically the same,but the evaluation results of medical institutions at different levels were different.The weighted rank sum ratio method was more suitable for the study of this survey.The comprehensive evaluation results showed that the quality of legal infectious disease reports was better in the central areas than in the border areas,better in the economically developed areas than in the economically backward areas,and better in the eastern areas than in the western areas.The results were the same with the actual situation of on-site investigation.Conclusion Compared with the weighted TOPSIS method,the weighted rank sum ratio method is more suitable for comprehensive evaluation on the quality of legal infectious disease reports in Yunnan Province in 2021.Especially when there are many evaluation subjects,the appraisement results of using the weighted rank sum ratio method will be better.There are still deficiencies in legal infectious disease reports in Yunnan Province,suggesting that institutions at all levels should improve the management of infectious disease reporting and comprehensively improve the quality of infectious disease reporting.
