提升绿色低碳发展的中国理念国际传播效能刍论

摘　　要：绿色低碳发展是人类文明在应对经济社会发展过程中的环境容量和资源限制而在中国提出的新理念,它昭示着中国正努力实现人与自然和谐共处、促进人与自然的和谐发展。作为一个发展中国家,中国国内依旧面临着能源消费总量、碳的排放总量处于一个“双上升”的发展阶段。为此,目前我国就促进绿色低碳发展规划制定出台了一系列重要的举措,并初显其成效。中国绿色低碳发展理念、方式和经验在国际社会的推广与传播,必将有助于其他国家尤其是发展中国家实现低碳发展,并为其提供有效的借鉴。本文针对如何提升我国绿色低碳发展理念的国际传播效能,并与国际社会一道建立中国绿色低碳发展理念下的人类命运共同体,提出了若干见解:一、坚持绿色低碳发展的中国理念国际传播主体重建之路;二、坚持绿色、低碳发展的强大国际传播架构的重构之路;三、坚持绿色低碳发展思路与有效国际传播相结合的奋进之路。The whole new concept of green and low-carbon development has been advocated in China,when human civilization facing difficulties in environmental carrying capacity and resource constraints was on economic growth and social progress.China's advocacy demonstrates Chinese people are striving to harmoniously coexist with nature and promoting harmonious development between human beings and nature.As a developing country,China is experiencing the moving-upward stage both in total energy consumption and carbon emissions.Therefore,China has taken series of significant measures to carry out green and low-carbon development mission and already achieved initial success as well.With widely spreading of its experience and methods in the performance of green and low-carbon,the Chinese new concept will definitely facilitate other developing countries to realize their ecological civilization and provide references in addition.This article provides several insights into how to improve the international communication effectiveness of China's ecological development concept,and together with the international community,establishing a community with a shared future for mankind:first,redefine effective disseminators of Chinese concept of green and low-carbon in the process of international communication.Second,rebuild a strong structure to help effective global communication of green and low-carbon development.Third,never give up making every endeavor to blend green and low-carbon development with effective international communication.
